No âmbito da tipologia de incentivos do QREN "Estratégias de Eficiência Colectiva", um conjunto de entidades, entre as quais a Inova-Ria, apresentou uma candidatura ao reconhecimento do Pólo de Competitividade e Tecnologia das TICE (Tecnologias de Informação, Comunicação e Electrónica) – PCT TICE.PT, com sede em Aveiro.

O TICE.PT foi reconhecido formalmente pelo Governo Português em Agosto de 2009 e tem como Visão "Fazer de Portugal, até 2020, uma referência mundial no sector das TICE". Para tal, desenvolverá a seguinte missão: "Construir uma plataforma de concertação que envolva e mobilize os principais actores das TICE nos processos de inovação, I&DT, transferência de conhecimento, formação avançada, desenvolvimento, produção e comercialização de produtos e serviços, marketing e internacionalização."

Actualmente, o TICE.PT envolve 46 entidades das quais 54% são Empresas, 26% pertencem ao Sistema Cientifico e Tecnológico Nacional e 20% são Associações, distribuídas essencialmente pelas Regiões Norte, Centro e Lisboa e Vale do Tejo. Estas 46 entidades representam um volume de negócios de M€ 1800 (1,16 % do PIB), M€ 290 de exportações, M€ 124 de investimento em Investigação, Desenvolvimento e Inovação e 14.000 empregos directos.

Para além da sua participação noutros projectos âncora e complementares do TICE.PT, a I.Zone Knowledge Systems lidera projecto âncora “a-NG - Ambientes de Aprendizagem de Nova Geração”.

A Maisis - Sistemas de Informação, Lda. foi constituída em 28 de Dezembro de 1994, tendo, originalmente, como principal actividade a prestação de serviços à PT Inovação. Situada em Aveiro, um polo emergente de empresas tecnológicas, tem já uma forte tradição em desenvolvimento de software de enorme qualidade.

No âmbito de processos de Investigação em Desenvolvimento, desenvolveu uma ferramenta de Gestão de Conhecimento, baseada em Ontologias, num motor de extracção, catalogação e inferência e num Agente sensível ao Contexto do Utilizador.

A XPath tem desenvolvido com a Maisis alguns casos-piloto de implementação das soluções de Gestão de Conhecimento de forma integrada com outros sistemas, nomeadamente nos domínios do CRM, da gestão autárquica e das redes de conhecimento, existindo fortes sinergias para desenvolvimentos em cooperação.

No âmbito desta cooperação, foi aprovado o Projecto eLearning 3.0, ao abrigo do SI ID&T do QREN, onde a I-Zone Knowledge Systems participará através da EduWeb e da XPath, em co-promoção com a Maisis, o Instituto Superior de Engenharia do Porto e a Universidade da Beira Interior, no desenvolvimento de novas ferramentas de apoio ao eLearning, tirando partido de informação semântica.

A AIRC é uma Associação de Municípios de direito público, fundada por 30 municípios da região centro e cuja principal actividade é a produção de software e fornecimento de produtos e serviços preferencialmente dirigidos à administração pública local. A AIRC iniciou a sua actividade em 1982 para um número muito restrito de clientes, tendo registado um crescimento constante e atingindo, nesta data, cerca de 300 clientes pertencentes à administração pública, entre os quais cerca de 60% das Câmaras Municipais, 50% dos Serviços Municipalizados, mais de meia centena de Juntas de Freguesia e ainda outros organismos da administração pública, tais como Associações de Municípios e Regiões de Turismo.

A AIRC possui uma forte estrutura composta por 80 profissionais altamente qualificados, tanto ao nível da investigação e desenvolvimento de projectos, como da assistência técnica ao utilizador. A experiência adquirida ao longo de 25 anos, conjugada com o elevado know-how dos seus profissionais, permitiu desenvolver um pacote de software de grande qualidade, denominado AIRC2000, constituído por um conjunto de módulos aplicacionais que praticamente abrangem a totalidade as áreas de negócio das entidades pertencentes à administração pública local.

A XPath, desde o seu início, trabalha conjuntamente com a AIRC em projectos de e-Government envolvendo serviços de integração com o seu ERP, nomeadamente no desenvolvimento dos Projectos SAL Online, das Intranets dos clientes AIRC no Projecto Setúbal Península Digital e nos serviços de Adaptação do Município de Reguengos de Monsaraz.

No entanto, esta colaboração próxima não se esgotou com a implementação destes casos. Existem já projectos de trabalho em cooperação futuros envolvendo o desenvolvimento ou a customização de soluções Microsoft para este domínio de conhecimento e a integração com soluções de outros parceiros da XPath.
